Jeffrey A. Sexton Founder & CIO of Demeter Tactical Investments recently joined Raghda Ibraheem on FINTECH.TV’s Capital Markets: Wall Street to MENA.
The conversation explored why Demeter established its regional operations in Abu Dhabi, how the firm’s systematic investment process works, and Sexton’s outlook for the UAE’s development as an international financial centre.

Why Demeter Chose Abu Dhabi
During the interview, Sexton identified the UAE’s business environment, regulatory framework, tax structure, and sophisticated investor community as important factors behind Demeter’s decision to operate from Abu Dhabi.
He noted that institutional investors in the region are careful and selective when assessing international investment firms. In his view, establishing credibility requires more than opening an office or presenting an investment strategy. It requires a genuine long-term commitment to the market.
Sexton explained that Demeter’s regional development involved working with local regulators, completing the required licensing process, hiring locally, and gaining a deeper understanding of the business and social culture of Abu Dhabi and Dubai.
He also described humility as one of the most important lessons he learned when moving from the United States to the UAE. Rather than approaching the region with assumptions formed elsewhere, he emphasised the importance of listening, adapting, and building relationships from the ground up.
A Systematic Daily Investment Process
The conversation also explored Demeter’s systematic investment approach.
Sexton explained that the strategy uses five algorithms informed by established academic and market research. In the interview, he referred to structural phenomena including mean reversion, volatility clustering, and the volatility risk premium.
He distinguished the process from artificial intelligence and machine learning, describing it instead as a rules-based mathematical framework.
According to Sexton, the algorithms evaluate market conditions near the end of each New York trading day and determine the strategy’s market exposure for the following session.
The process operates at the index level rather than selecting individual companies. Sexton explained that this allows the framework to focus on broader market conditions without depending on individual company earnings, management forecasts, or security selection.
He characterised the approach as a relatively straightforward investment decision supported by complex and repeatable mathematics.
The Regional Institutional Investor Landscape
When asked about the regional institutional investor landscape, Sexton referred to organisations seeking exposure to major US equity markets.
These may include sovereign institutions, family offices, banks, and other financial institutions. He also highlighted the depth and liquidity of the S&P 500 and Nasdaq futures markets as an important consideration for large institutional investors.
The discussion reflected the growing sophistication of the Gulf’s investment community and the importance of combining investment strategy, liquidity, governance, and a credible regional presence.
Building Financial Expertise Within the UAE
Sexton also discussed Abu Dhabi’s longer-term opportunity as an international financial centre.
Rather than attempting to reproduce New York, London, or another established financial market, he argued that Abu Dhabi should continue developing its own financial identity and supporting investment firms established and managed within the UAE.
Building more investment expertise locally could help retain financial activity within the region while attracting additional institutional participation from across the GCC and international markets.
In Sexton’s view, Abu Dhabi has the potential to strengthen its position alongside the world’s leading financial centres while continuing to build on its own regulatory, economic, and institutional foundations.
